The invention relates to devices electric-discharge and magnetic treatment of liquid media and can be used in processes of water treatment, drinking and technical water supply, purification of waste water, oxidation of ions of rare-earth metals. New, according to the claimed utility model, is placing inside the shaper film flow liquid STI unit permanent magnets in the form of rings. As a result additional magnetic treatment of proposed design provides change of the value of the - potential solution, that indicates flowing oxidation - reducing processes in treated liquid STI. The proposed design of device provides simultaneous disinfection and oxidation ions of rare-earth metals for the purpose of their further extraction of in the form of low soluble compounds.
