PROBLEM TO BE SOLVED : To provide a protective film for a plasma display panel, having such characteristics required for a protective film that (a) the film is strong against ion collisions (=a low sputter rate), (b) the film has a high secondary electron emission rate (=low voltage characteristics), and (c) the film has sufficient insulation properties to store charges (=excellent phase difference characteristics).
SOLUTION : A first protective film 4 comprising a magnesium oxide MgO is formed to further cover a dielectric layer 3 which is formed to cover a front face side glass substrate 1 and a display electrode 2. The first protective film 4 protecting the dielectric layer 3 is formed, and further a second protective film 5 is formed to be overlapped. The first protective film 4 comprises a magnesium oxide. The second protective film 5 comprises a mixture of a magnesium oxide and a rare earth oxide.
