PROBLEM TO BE SOLVED : To separate and recover rare earth with a small ion diameter in large quantities at a high speed from an aqueous solution in which a plurality of rare earth elements are mixed. SOLUTION : A flocculant separates and recovers the specific rare earth from the aqueous solution in which the plurality of the rare earth elements are mixed. The method and device for separating and recovering the rare earth use the flocculant characterized in that it includes a water-soluble polymer with an acid group, and a water-soluble polymer with an amino group in which a main chain is long.
