PROBLEM TO BE SOLVED : To provide a processing method for improving optical waveguide property of a material having a high light transmissivity at a softening starting temperature of ≤400°C, and also to provide a vitrified substance having low melting point property, a high transmissivity in a ultraviolet ray/visible ray region, and improved optical waveguide property. SOLUTION : This is a processing method of an organic-inorganic hybrid vitrified substance by emitting a laser beam inside, relatively moving the condensing point of the laser beam, and thereby forming a continuous refractive index varying region inside the organic-inorganic hybrid vitrified substance. The method is characterized in that the power intensity of the laser at the condensing point is 1-800 kW/cm2, that a light absorbing material is contained near the laser beam condensing region, wherein the light absorbing material is selected from rare earth ions, organic pigments, metallic particles, etc., or that quenching is performed after the laser beam irradiation.
