PROBLEM TO BE SOLVED : To provide a manufacturing method for presenting and keeping high catalyst activity as electrode catalyst for fuel cell, and realizing an excellent cost performance for manufacturing. SOLUTION : When manufacturing an alloy catalyst of rare metal such as Pt and base metal such as Fe or Mn by this manufacturing method the base metal is complexed by using chelating agent such as EDTA(ethylenediamine tetraacetic acid). The comoplex is carried by catalyst carrier of the rare metal, and the chelating agent is released by heat treating. The chelate stability constant for the chelating agent ranges from 5 to 40. The alloying degree of the generated alloy catalyst is 50% or more. The alloy particle diameter is 3 mm or less.
