PROBLEM TO BE SOLVED : To provide surface treatment technology exhibiting excellent anticorrosive power, corrosion resistance and coating adhesiveness without including rare metals such as zirconium, expensive rare earth elements, harmful heavy metals such as chromium, phosphorus or halogens. SOLUTION : A coating film is formed by using (A) an alkaline solution in which a titanium compound is dissolved by 10 ppm to 10% in terms of titania and/or (B) a solution composition comprising the above (A) solution composition and a silicon compound dissolved therein by 10 ppm to 30%, and by subjecting an object to an electrolytic treatment in the above composition, or by applying the composition or dipping the object in the composition.
