PROBLEM TO BE SOLVED : To provide a rare-earth magnet having high coercive force, high magnetic flux density, and high resistivity, and to provide a rotating machine using the rare-earth magnet. SOLUTION : In the rare-earth magnet made of a ferromagnetic material with iron, a rare-earth element, and fluorine as principal ingredients, a fluorine compound or an acid fluorine compound containing at least one kind of light rare-earth element is formed in a crystal grain or at a grain boundary, RlFemFn(R : a light rare-earth element; l, m, n : an integer of ≥1) having a crystal structure exhibiting a four-fold symmetry is present between the fluorine compound or acid fluorine compound, and the inside of the crystal grain or the crystal boundary, and the concentration of fluorine is higher in the crystal boundary than inside the crystal grain.
