PROBLEM TO BE SOLVED : To provide a new substrate rust prevention method having high economic efficiency and environmental conservation by exhibiting excellent coating film adhesiveness and corrosion resistance equal to or more than the conventional process by providing a multilayer coating film deposition method for successively depositing a pretreatment coating and an electrodeposition coating film of an extremely small amount as compared to the conventional pretreatment process using a chemical liquid and electrodeposition coating material and cationic electrodeposition coating process. SOLUTION : The multilayer coating film forming method comprises : a pretreatment process (A) of dipping an untreated metal base material into an aqueous solution containing a nitrate of rare earth metal and depositing a treatment coating having a deposition amount of 1 to 100 mg/m2made of an earth metal compound according to cathodic electrolysis; and a process (B) of performing cathodic electrodeposition coating of the electrodeposition coating material including an organic salt or an inorganic salt of rare earth metal.
