PURPOSE : An artificial fish reef and a manufacturing method thereof are provided, which prevent environmental contamination since exhaustion of contaminant does not occur. CONSTITUTION : An artificial fish reef is manufactured by a step of mixing : more than one kind of non-metal inorganic material solid material selected from sand, gravel, silicon dioxide flower, yellow soil, clay, silica, zeolite, alumina, tourmaline, calcite, pearlite, illite, and silica; and binder 20 - 100 weight% consisting of water containing the rare earth materials less than 1 weight% and liquid bonding agent 10 - 90 weight%.
