PROBLEM TO BE SOLVED : To provide a method for manufacturing a high cleanliness degree steel by suppressing generation of an alumina cluster. SOLUTION : This method comprises charging a Mn-Si alloy into a molten steel in a ladle tapped out from a converter, as an deoxidation material, then vacuum degassing to make the O content in the molten steel to be 100-600 mass ppm, and then adding Al, Mg, Zr and rare-earths elements to the molten steel as a deoxidation material for complexed deoxidation, to smelt a molten steel containing 50 mass ppm or less O, 0.005 mass% or less Al, 0.005-0.100 mass% Mg, 0.005-0.050 mass% Zr, and 0.0005-0.0050 mass% REM for ingot.
