PROBLEM TO BE SOLVED : To provide a phosphor for backlight excellent in life characteristics, and to provide a fluorescent lamp and an image display device using the phosphor. SOLUTION : The fluorescent lamp for backlight has a fluorescent film that emits light excited by vacuum ultraviolet or ultraviolet ray whose wavelength is ≥170 nm and ≤300 nm, wherein the fluorescent film contains a terbium-activated rare earth magnesium aluminate phosphor represented by formula [1] : (LxCeyTb1-x-y)2O3zMgO nAl2O3, wherein L is at least one sort of rare earth element selected from the group consisting of La, Gd, and Y, and x, y, z, and n are each a number satisfying conditions of 0
