PROBLEM TO BE SOLVED : To reduce manufacturing cost of an optical amplifier. SOLUTION : The optical amplifier includes : an excitation light source 15 capable of outputting excitation light by changing the wavelength thereof; a first rare earth-added medium 3 to amplify input signal light by using the excitation light outputted by the excitation light source 15; a second rare earth-added medium 7 to further amplify the amplified input signal light by using residual excitation light outputted from the first rare earth-added medium 3; and a wavelength control part 14 to control the wavelength of the excitation light outputted from the excitation light source 15, based on an input level of the input signal light.
