PROBLEM TO BE SOLVED : To provide a perpendicular magnetic recording medium having a bonded structure in a magnetically anti-parallel state and magnetic anisotropy without using a rare metal such as ruthenium (Ru) and platinum (Pt), to provide a magnetic storage device and to provide a method for manufacturing the perpendicular magnetic recording medium. SOLUTION : In the perpendicular magnetic recording medium having a perpendicular magnetic recording layer 41 and a soft magnetic backing layer 42, the soft magnetic backing layer 42 has a film including a structure wherein a first soft magnetic layer 44 and a second soft magnetic layer 40 are bonded via a non-magnetic layer 45 in a magnetically anti-parallel state, the first soft magnetic layer 44 includes an oxide having a spinel type or inverse spinel type ion crystal structure, the second soft magnetic layer 40 includes a metal having a ferromagnetic property alone or an alloy including the metal having the ferromagnetic property alone, the non-magnetic layer 45 includes an insulating matter of 3 to 8 eV band gap and the perpendicular magnetic recording layer 41 is a cobalt ferrite single crystal thin film having perpendicular magnetic anisotropy.
