An earth-anchor construction method reinforcing weak soil foundation and an apparatus thereof are provided to improve tensile strength of the flexible wire which is grouted because the lower part as well as middle part of the perforation hole can be extended. An earth-anchor construction apparatus(10) reinforcing weak soil foundation comprises a plurality of casings(13) which is placed on the top and is connected to each other, and a tool head(11) which is installed in the lower part thereof. The inner wall of casing is a double pipe which is an air and water supply passage(14). Two or more outlets(12) are formed in the bottom of the supply passage. A supply tube(15) in which the grout is supplied is formed in the inside center of the casing.
