PROBLEM TO BE SOLVED : To provide a green luminous phosphor and a light-emitting device which are capable of enhancing a luminous efficacy in green luminescence by means of a long wavelength ultraviolet rays, by shifting the excitation spectra of the green luminous phosphor to the long wavelength side and also flattening the sensitivity. SOLUTION : The green luminous phosphor comprises a rare earth silicate phosphor which is activated with trivalent Terbium and Cerium and substantially expressed by (Y1-x-y-zRxTbyCez)2O3.nSiO2 (wherein, R is at least one kind of an element selected from La and Gd; 5×10-4<=x<=0.3, 0.05<=y<=0.3, 0.001<=z<=0.15; 0.8<=n<=1.3); this green luminous phosphor is excellent in a luminous efficacy on the excitation by means of a long wavelength ultraviolet ray with a wavelength of 350-390 nm. The light-emitting device is provided with a light-emitting member having such a phosphor for a light-emitting device as containing at least this green luminous phosphor.
