PROBLEM TO BE SOLVED : To provide an abrasive composition powder and an abrasive composition slurry that hardly generate scratches even when containing a clay mineral powder. SOLUTION : The abrasive composition powder contains a cerium-based abrasive powder and the clay mineral powder. The mass ratio ((TREO+F)/mass of abrasive composition powder) of the sum of total rare-earth oxide (TREO) calculated from the amount of rare-earth compounds in the abrasive composition powder and fluorine (F) in the abrasive composition powder to the abrasive composition powder is 0.83-1.02. The ratio (F/TREO) of the fluorine to the total rare-earth oxide is 0.2-15 mass%, and the content (CeO2/TREO) of cerium oxide (CeO2) contained in the total rare-earth oxide is 40 mass% or higher.
