PROBLEM TO BE SOLVED : To actualize a compact lightning arrester having excellent protective properties by obtaining a voltage nonlinear resistor having a high voltage VS at a reference current and a high maximum energy. SOLUTION : An ultrafine particle powder is used as a raw material powder of a rare earth oxide in the voltage nonlinear resistor which is a sintered compact obtained by incorporating zinc oxide as a main component, adding at least bismuth oxide, antimony oxide and the rare earth oxide having <=0.095 nm ionic radius and firing the mixture and comprises the zinc oxide particle 4 and a particle (R phase) 7 composed of zinc, bismuth, antimony and the rare earth element as main components.
