PROBLEM TO BE SOLVED : To make a reclaimed site easy to use as the ground to prompt early and effective utilization of the same, and to reduce the cost of treating leachate, by clearly defining the area of the responsibility in the management and the treatment of upper water and lower water by shielding the upper water such as rain water falling on the reclaimed waste disposal site and water used upon utilizing the buried waste therein as the ground, from leachate (lower water) coming out of the buried waste therein. SOLUTION : Asphalt paving 3 is laid over buried waste 1, an impervious sheet 5 coated with a pair of protective mats 4 covering the upper and the lower faces thereof is laid over the paving 3, a plurality of perforated water-collection pipes 6 for collecting leachate are disposed over the upper protected mat 4a at a prescribed distance apart from each other, a layer of earth-covering sand is overlaid to cover the plurality of water collection pipes 6, and a layer of bank suitable for individual objectives of utilizing the reclaimed site are laid over the layer 7 of earth-covering sand to construct a banking layer 8, in order to construct a cover structure 2. A gutter is disposed in the vicinity of roughly whole circumference of the cover structure 2 to allow water flowing on the surface of the cover structure 2 to flow thereinto, and a plurality of water-collection boxes are disposed in the vicinity of the gutter to allow water coming out of the gutter and the water-collection pipes 6 buried in the cover structure 2 to flow thereinto, which water is discharged from the water collection boxes outside.
