PROBLEM TO BE SOLVED : To provide a catalyst capable of efficiently producing hydrogen by a self-sustaining reaction of decomposing ammonia without excessive heating, and a method of producing hydrogen by decomposing ammonia using the catalyst. SOLUTION : The catalyst for producing hydrogen by decomposing ammonia present in a gas comprising ammonia and oxygen, is characterized by including at least one species of elements selected from the group consisting of cobalt, nickel, iron, and molybdenum, as a catalytic component. Further, alkali metal, alkali earth metal or a rare earth element may be added to the catalyst. In addition, the catalyst may further contain at least one species of metal oxides selected from the group consisting of alumina, silica, zirconia, titania, ceria, lanthanum oxide, magnesium oxide, calcium oxide, barium oxide, and strontium oxide.
