PROBLEM TO BE SOLVED : To provide a method for forming a favorable marine forest and supplying earth and sand over a long period of time : and to provide a construction. SOLUTION : The method enables formation of a marine forest-increasing reef 1 including : an inside layer part 3 having one layer or a plurality of layers made of at least a hydraulic hardened body; and a surface layer part 2 comprising a spontaneously decaying hardened body laminated on the inside layer part 3 and getting into earth and sand form by spontaneously decaying after being disposed in water, and dropping off from the inside layer part 3.
