PROBLEM TO BE SOLVED : To provide a tin base oxide of which the main component is tin dioxide to be a useful conductive filler from the safety view point, and its making method. SOLUTION : The volume resistivity of the tin base oxide is 102-109 Ωcm free from a dopant added generally for improving the conductive property such as lapse of antimony or fluorine which has a safety problem and is stable with the time. The frictional electrification value of the tin base oxide exhibits zero or plus. For example a gel powder is made by the concentration of a soluble tin oxide precursor solution which dissolves tin compounds like metallic tin or tin halide or the like in an aqueous solution or an organic solvent base solution, or a solution which contains at least one kind element selected from an alkali metal element or an alkaline earth metal element or a rare earth element, and then heat-treated.
