PROBLEM TO BE SOLVED : To recover rare metals and organic compounds and the like that are applied to the surface of a solar cell and the like. SOLUTION : In an apparatus and method of recovering a film, the film is recovered from a planar material of a solar cell or the like in which the film is applied to the surface of a light transmitting substrate. A laser beam is generated that is emitted to the film on the surface of the light transmitting substrate, the laser beam is controlled so as to be emitted from the reverse side of the light transmitting substrate to the film. While hardly affecting the light transmitting substrate, the laser beam instantaneously heats the film, making it be locally expanded/contracted, so that the boundary between the light transmitting substrate and the film is shifted, thereby destroying the adhesion between them and separating them from each other.
