PROBLEM TO BE SOLVED : To provide a method for protecting and greening a natural ground by utilizing a woody waste material such as a cut tree and a grubbed root, and earth and sand produced at the site of civil engineering works to reduce the waste material of the civil engineering works, and enabling a construction to be carried out with a simple scattering or blowing device using a blower while utilizing the woody waste material obtained only by a primary crush. SOLUTION : A scattered material 2 is formed by subjecting the primarily crushed woody waste material to a sufficient water-absorbing treatment, and attaching a powdery adhesive thereto by using a mixer, or the like, and is sprayed or blown to a slope, or the like, by using the scattering device such as the blower.
