PROBLEM TO BE SOLVED : To provide a voltage non-linear resistor ceramic and varistor wherein a mechanical strength is easily improved at a low cost even at reduction in thickness. SOLUTION : A pair of electrodes 12 and 13 are provided on the facing surfaces of a voltage nonlinear resistor 11 comprising voltage nonlinear resistor ceramic. The voltage nonlinear resistor ceramic comprises an oxide containing Zn as the main component, while comprising, as an additive Co, Al, and rare earth elements, or Co, Al, Bi, and Sb, etc. The smaller the content of remaining carbon is, the higher the mechanical strength, and the content here is set to less than 31 weight ppm. Since a varistor voltage drops if the carbon content is decreased too low, more than 7 weight ppm is recommended for a rare earth element, while more than 10 weight ppm is recommend for a Bi system.
