Compositions for forming wavelength-converting membranes easily by spin-coating, etc. are provided to improve photoelectric conversion efficiency by using wavelength-converting membranes formed without dispersing wavelength-converting substances or using rare earths. The compositions for forming the wavelength-converting membranes for photovoltaic devices comprise a polymer or an oligomer with introduced fluorescent regions and a solvent. The fluorescent regions are introduced into the main chain or side chain of the polymer or oligomer. The wavelength-converting membranes for photovoltaic devices are formed from said wavelength-converting membrane-forming compositions.
