PROBLEM TO BE SOLVED : To improve recording performance of a magnetic recording medium having a magnetic layer including a high magnetic crystalline anisotropy on a non-magnetic organic support. SOLUTION : The magnetic recording medium has, on the non-magnetic organic support, the magnetic layer including the magnetic body which has a soft magnetic area exchange-coupled with a hard magnetic body on a part of the surface of the hard magnetic body including rare-earth element. A method of manufacturing the magnetic recording medium includes steps of : forming the hard magnetic layer on the non-magnetic organic support by applying a coating liquid containing the hard magnetic body including the rare-earth element, and forming the soft magnetic area exchange-coupled with the hard magnetic body.
