An apparatus and system for transferring a liquid, such as a liquid anesthetic, from a reservoir to a machine while minimizing the re-lease of the liquid to the surrounding environment. The apparatus can in-clude a frame member defining a frame passage extending from a first end of the frame member to a second end of the frame member and a nozzle connected to the frame member. The nozzle can be moveable between a first position and a second position relative to the frame member, and in-clude a biasing member connected to the frame member and the nozzle.
