PROBLEM TO BE SOLVED : To provide an inexpensive laser oscillation medium for constructing a high-output laser. SOLUTION : As the laser oscillation medium, a plastic rod is used which is obtained by doping a transparent resin with a rare earth ion complex which is irradiated with predetermined pumping light to produce fluorescence, wherein the ion complex contains at least one rare earth ion selected from a group of Eu3+, Tb3+, Yb3+, Nd3+, Er3+, and Sm3+. The plastic rod is obtained by polymerizing, in a rod forming mold, for example : the rare earth ion complex containing at least the one rare earth ion selected from the group of Eu3+, Tb3+, Yb3+, Nd3+, Er3+, and Sm3+; and a solution containing a material monomer or oligomer of the transparent resin and a polymerization initiator.
