PROBLEM TO BE SOLVED : To provide fluorescent substance nanoparticles having high luminescent accuracy in a water dispersion state and enormously high luminescent intensity, and to provide a biological substance labeling agent using it. SOLUTION : The fluorescent substance nanoparticles have a mean particle diameter of 2-50 nm, and at least one part of its composition is represented by general formula (1) Ln1PO4 (wherein Ln1 is at least one element selected from the group consisting of Y, Lu and La). The nanoparticles have a core of fluorescent substance nanoparticles doped with at least one rare earth element, the surface of which is covered with a first shell layer represented by general formula (2) Ln2PO4 (wherein Ln2 is at least one element selected from the group consisting of Y, Lu and La), and the first shell layer is covered with a second hydrophilic silica shell layer.
