PROBLEM TO BE SOLVED : To provide steel for a solid oxide fuel cell separator of low cost, which forms an oxide layer having good conductivity at around 700 to 950°C with excellent oxidation resistance, especially peel resistance, as well as excellent impact characteristics at an ambient temperature with a small thermal expansion difference from electrolyte. SOLUTION : The steel for a solid oxide fuel cell consists of steel containing a kind or two or more kinds selected from the group of C : 0.2% or less, Si : 1.0% or less, Mn : 1.0% or less, Ni : 2% or less, Cr : 15 to 30%, Al : 1% or less, (Y : 0.5% or less, rare earth element : 0.2% or less, Zr : 1% or less) the rest being substantially Fe, and S : 0.015% or less, O : 0.010% or less, B : 0.0030% or less, and N : 0.050 or less as inevitable impurities in mass percent, and satisfying formula (1), and is of fine grain with a hardness of 280 HV or less and an average ferrite grain size number of ASTM2 or more.
