PROBLEM TO BE SOLVED : To solve the problems wherein, the electrolysis of water entails a high manufacturing cost while yielding a high purity hydrogen gas, the producing hydrogen gas from naphtha from petroleum or coke from coal generally requires large facilities, and the making hydrogen gas highly pressurized inevitably necessitates large and complicated facilities because the gas goes through the equipment for pressurization such as gas boosters and pumps, naturally resulting in comparatively high costs. SOLUTION : The high pressure hydrogen gas is manufactured by generating hydrogen gas by reacting water having a specific temperature with an alkaline metal or an alkaline earth metal in a reaction vessel 30A which is entirely filled with an inert gas including water and nitrogen gas and totally isolated from the outside. The ratio of the space occupied by hydrogen gas generated by the reaction to the sum of the space occupied by the initial inert gas including nitrogen gas in the reaction vessel 30A and the space created by the reduction in volume of the water caused by the reaction in the reaction vessel 30A pressurizes the hydrogen gas.
