PURPOSE : A protecting film for a plasma display panel in which a magnesium oxide particle is attached on a surface, a manufacturing method thereof, and a plasma display panel including the same are provided to improve an electron emission effect by preventing damage of a plasma ion.CONSTITUTION : A protecting film(33) includes magnesium oxide. The magnesium oxide particle(36) is attached on a surface of the protecting film. The magnesium oxide particle has a magnesium vacancy-impurity center. A cathode luminescent spectrum of the magnesium oxide particle has a peak due to the magnesium vacancy-impurity center in a range of 3.5~6eV. The protecting film includes a rare earth element. The protecting film includes one or more elements selected from groups composed of Al, Ca, and Si. An average diameter of the magnesium oxide particle is 50nm~2um.© KIPO 2009
