PROBLEM TO BE SOLVED : To ensure that a combustion ash can be effectively utilized for various use applications such as soil contamination-free soil conditioner, grass conditioner, land-fill material and banking earth by restraining the eluation of fluorine contained in the combustion ash. SOLUTION : An amino acid with an OH group or an SH group is added to the fluorine-containing combustion ash obtained by treating an exhaust gas generated during burning coal, RPF and paper mill sludge, etc. through an electric dust collector, a bag filter, etc., and the amino acid and the combustion ash are mixed or granulated after the mixing step. Thus, the fluorine contained in the combustion ash is insolubilized so that the eluation amount of the fluorine is not more than 0.8 mg/L in compliance with the eluation test method set forth by the Ministry of Environment, Notification 18 of 2003 as the treatment method of the fluorine-containing combustion ash.
