A barium titanate semiconductor porcelain composition that exhibits a high Curie temperature, a low electrical resistance at room temperature and a desirable ratio of resistance change; and a relevant PTC device. The barium titanate semiconductor porcelain composition is one of perovskite structure containing at least barium and titanium, wherein part of barium is replaced by at least an alkali metal element, bismuth and a rare earth element, and wherein providing that the titanium content is 100 molar parts, the ratio of the relationship of the contents of alkali metal element, bismuth and rare earth element expressed in molar parts : (content of alkali metal element)/{(content of bismuth) + (content of rare earth element)} is in the range of 1.00 to 1.06. PTC thermistor (1) comprises ceramic base material (20) consisting of the barium titanate semiconductor porcelain composition with this feature and, provided on two side faces thereof, electrodes (11, 12).
