PROBLEM TO BE SOLVED : To provide a high resistance rare-earth permanent magnet to which high electric resistance is imparted and which exhibits an excellent magnetic characteristic, and to provide its manufacturing method. SOLUTION : The high resistance rare-earth permanent magnet has the excellent characteristic where a relative density is not less than 98%, intrinsic coercitivity is not less than 800 kA/m, and volume resistance ratio is not less than 2 μΩm, by using a rare-earth fluorine compound as an insulating layer and optimizing a magnet composition.
