PROBLEM TO BE SOLVED : To provide a visible light-emitting material using a trivalent rare earth ion as an active center contributing light emission, which material prevents the deterioration over time due to light damage and the like, maintains the light emission efficiency of visible light and achieves the stable light emission; and to provide a visible light-emitting device using the visible light-emitting material. SOLUTION : As an amplifying medium, a visible light-emitting material is used which contains, as a trivalent rare earth ion being a light emission center, at least one ion (first group) selected from the group consisting of praseodymium, neodymium, samarium, europium, terbium, dysprosium, holmium, erbium and thulium, and as a divalent rare earth ion, an ion (second group) of ytterbium or europium.
