PROBLEM TO BE SOLVED : To provide a composite mixed conductor in which there is less deterioration over time and in which an oxygen permeating membrane can be formed. SOLUTION : The composite mixed conductor as a preferable embodiment has an oxygen ion conduction phase composed of complex oxide having a Ce-Re-O based composition (Re is Y or a rare earth element), and an electron conduction phase consisting of a perovskite-type complex oxide having an N-Ti-O based composition (N is Ba, Ca or Sr).
