A system for blocking of ground cold of the outside of an agricultural plastic green house(vinyl house) and radiating heat by driving an insulation panel into the ground vertically and connecting the insulation panel with a heat medium transfer pipe is provided which reduces fuel costs by minimizing heat loss inside the plastic green house, ensures a suitable temperature and is easily applicable to conventional and new facilities. To block movement of subterranean heat from the outside earth to the inside earth through the earth under a plastic green house(vinyl house)(1), (i) one side(7) of an insulation panel(6) is driven into the ground vertically to a specified depth on the interior(2) of the plastic green house; and (ii) another side(8) of the insulation panel is protruded from the ground and connected to a heat medium transfer pipe(9). The heat insulation panel is used as a plate for blocking of ground cold of the outside of the agricultural plastic green house and radiating heat.
