PROBLEM TO BE SOLVED : To reduce concentration of harmful substances such as mercury and dioxins in a combustion exhaust gas such as a cement kiln exhaust gas while effectively utilizing coal ash. SOLUTION : The coal ash whose unburned carbon content is equal to or more than 1 mass% is selected, the coal ash is blown into the combustion exhaust gas to adsorb the harmful substances in the combustion exhaust gas, and the coal ash which has adsorbed the harmful substances is collected. By blowing the coal ash excellent in harmful substance adsorption ability to the combustion exhaust gas, the harmful substances are more efficiently adsorbed. The coal ash whose unburned carbon content is equal to or more than 1 mass% can be selected by selecting a dust collecting position in a pulverized coal stoking boiler, classifying the coal ash collected in the pulverized coal stoking boiler and collecting the coal ash of a high unburned carbon content using an unburned carbon removing apparatus. The temperature of the combustion exhaust gas at the position of blowing the coal ash is turned to ≤160°C, and the re-desorption of the mercury adsorbed by the unburned carbon and the recomposition of the dioxins are prevented.
