PROBLEM TO BE SOLVED : To provide an R-T-B based alloy which is a raw material for rare earth metal based permanent magnet having excellent magnetic characteristics. SOLUTION : The R-T-B based (wherein, R is at least one kind among Y, La, Ce, Pr, Nd, Pm, Sm, Eu. Gd, Tb, Ho, Er, Tm, Yb, Lu and T is a transition metal containing ≥80 mass% Fe and B is contained of ≥50 mass% B and 0 to <50 mass% at least one kind between C, N) alloy, is used as the raw material for the rare earth metal based alloy permanent magnet and Mn concentration in the alloy is ≤0.05 wt.%.
