A coating material capable of emitting anions is provided to emit anions and far infrared rays, to control humidity control ability, and to perform deodorant and antimicrobial actions. A method for preparing a coating material capable of emitting anions includes the steps of : (i) mixing 100 parts by weight of a tourmaline mineral having an ionic catalyst function when a hydroxyl group acts, with 44.4-51.9 parts by weight of an alkaline water to prepare a wet tourmaline; (ii) mixing titanium dioxide with a rare earth mineral of Ce^(3+) or Ce^(4+) to prepare a titanium dioxide mixture; and (iii) mixing the wet tourmaline of the step (i) with the titanium dioxide mixture of the step (ii).
