An additive for the cooling water and antifreezing solution of a radiator for vehicles, and an antifreezing solution containing the additive are provided to reduce the amount of exhaust gas, to improve gasoline mileage and to increase output power. An additive for the cooling water and antifreezing solution of a radiator comprises 100 parts by weight of a tourmaline powder; 50-1, 000 parts by weight of elvan; and 14-30 parts by weight of a rare earth metal. Preferably the additive comprises further 0.001-0.07 ppm of germanium; 0.001-0.05 ppm of selenium; zeolite; TiO2; and a SiO2 nanoparticle having a purity of 99.99 %. Preferably the rare earth metal is at least one selected from lanthanum(La), cerium(Ce) and neodymium(Nd).
