PROBLEM TO BE SOLVED : To solve the following problems : high water content, tackiness, consolidation precipitation by a sediment component, air permeability, etc., are required to be solved in order to compost a pretreatment sludge, etc., such as of ooze or a settling basin; and since an organic substance such as a generic compost material is not contained in muddy sludge only, sufficient composting fermentation does not occur. SOLUTION : Since such as waste paper, agitated and fractured in water, becomes a soft agglomeration and swells in water, mixing with a muddy sludge in a water tank causes the entangling of a sediment component and waste paper, enabling the consolidation precipitation to be prevented. Because of strong water retention ability, such as thus treated waste paper exhibits a good moldability and becomes to be a supply source of an organic substance necessary for a compost material. When the treated waste paper is made to be dumplings and charged into a compost place, the stacking of round dumplings generates openings and ensures air permeability. By mixing a nutritive salt, a fermentation accelerator, a seed compost, etc., the conditions for composting are provided. Covering the compost place with a sand-exposing wall performs heat retention. Water contained in highly water-containing dumplings with a temperature rise accompanying to fermentation is evaporated.
