A protective film material, a manufacturing method thereof, a protective film, and a plasma display panel having the protective film are provided to lower a firing voltage and decrease a discharge delay time by depositing the protective film using a magnesium oxide single crystal doped with a rare earth element. A plasma display panel includes first and second substrates(211, 221), a barrier rib(224), plural discharge electrode pairs(214), a discharge gas, an upper dielectric layer(215), and a protective film(216). The barrier rib defines a discharge space between the first and second substrates to form plural discharge cells. Voltages are applied on the discharge electrode pairs to generate discharges in the discharge cells. The discharge gas is injected into a discharge space. The upper dielectric layer is arranged to cover the discharge electrode pairs. The protective film is formed on an upper dielectric layer. The protective film is deposited by using a magnesium oxide single crystal as a source. A rare earth element is doped in the magnetic oxide single crystal.
