PROBLEM TO BE SOLVED : To provide a nonoriented silicon steel sheet excellent in both of magnetic properties and blanking workability. SOLUTION : Regarding the nonoriented silicon steel sheet having excellent magnetic properties and blanking workability, in steel comprising, by mass, ≤0.01% C, 0.1 to 3.0% Si, 0.1 to 1.5% Mn, ≤0.15% P, ≤0.005% S, 0.4 to 3.5% Al and ≤0.005% T.N, and, if required, further comprising one or more kinds selected from 0.01 to 0.40% Sn, 0.1 to 1.0% Cu, 0.001 to 0.03% Ca and 0.001 to 0.02% rare earth metals, and the balance Fe with inevitable impurities, the Vickers hardness Hv is ≤200, the ratio of the upper yield stress/tensile strength is ≥0.650, and the ratio of the lower yield stress/tensile strength is ≥0.635.
