PROBLEM TO BE SOLVED : To provide a nonoriented magnetic steel sheet having excellent magnetic properties which avoids a load on steel making by the reduction of a Ti content in the steel making, and in which the time for hot rolled sheet annealing is short, also, nitriding is suppressed, and the growth of grains at the time of finish annealing and stress relieving annealing is satisfactory. SOLUTION : The nonoriented magnetic steel sheet comprises characteristic components, further comprises 0.003 to 0.01% rare earth metals, >0.0015 to 0.005% Ti, 0.01 to 0.1% Sn, 0.0020 to 0.0050% O, and the balance substantially iron.
