PROBLEM TO BE SOLVED : To provide a process for producing the material of a rare earth permanent magnet as an R-Fe-B based sintered magnet (R is more than one kinds selected from rare earth elements including Sc and Y) where the amount of Tb or Dy used is little. SOLUTION : Under a state where the mixture of powder containing 0.5 mass% or more of M (M is one kind or more than one kinds selected from Al, Cu and Zn) and having average particle size of 300 μm or less and powder containing 30 mass% or more of fluoride of R2 (R2 is one kind or more than one kinds selected from rare earth elements containing Sc and Y) and having average particle size of 100 μm or less exist on the surface of a sintered magnet body having R1-Fe-B based composition (R1 is one kind or more than one kinds selected from rare earth elements including Sc and Y), the magnet body and the mixture powder are heat treated in vacuum or inert gas at a temperature below the sintering temperature of the magnet body thus absorbing at least one kind of M and R2 contained in the mixture powder to the magnet body.
