PROBLEM TO BE SOLVED : To efficiently prevent and repel vermin such as termite, approaching to under floor of a building from the earth. SOLUTION : A frequency and voltage changing circuit 2 which is connected with a commercial power source 1 and converts the frequency and voltage of the commercial power source to the predetermined frequency and voltage, and electrodes 3 which are connected to the frequency and voltage converting circuit and buried in the earth of surround or under floor of a building 5, are provided, and vermin 7 is prevented and repelled with electric field generated by the electrodes.
