PURPOSE : A composition comprising a rare earth element is provided to be safe to human body without causing any side effects, prevent hair loss, promote hair growth, remove and prevent dandruff by decreasing the expression of TGF-beta and increasing the expression of VGEF and promote black hair growth by activating melanocyte around a hair root. CONSTITUTION : A composition for hair improvement comprises 0.0001-10 wt.%% of a rare earth element selected from the group consisting of Ce, Pr, Pm, Eu, Tb, Dy, Ho, Er, Tm, Yb, Sc, Y, and a mixture thereof, or a salt thereof or an oxide thereof as an effective ingredient. The composition further comprises a pharmaceutically or a cosmetically acceptable carrier such as a surfactant, an emulsifier, a thickener, a preservative, an anti-oxidizer, a perfume and a mixture thereof. © KIPO 2007
