PROBLEM TO BE SOLVED : To detect the occurrence of the rare short-circuit of an exciting coil used for electromagnetic induction heating in the fixing processing of an electrophotographic process with a simple configuration. SOLUTION : The electromagnetic induction heating controller 50 for controlling the electromagnetic induction heating of a body to be heated for heating and melting toner is equipped with : the exciting coil 31 having characteristic that it hardly receives power with temperature rise of its own, and making the body to be heated generate heat by electromagnetic induction; a switching element 63 connected to the exciting coil so as to control power supply to the exciting coil; and an IH control part 67 sending a control signal for controlling the operation of the switching element, and is constituted to decide whether or not the rare short-circuit occurs in the exciting coil based on the ON-duty of the control signal when the IH control part controls the switching element so as to supply constant power to the exciting coil.
